You might be looking for the ex-medical examiner, Pigeon Man. We apologize for any kind of confusion.
The medical examiner is a minor character who analyzes the newly discovered body found in the Junkyard, hence his occupational title.
Appearance[]
This doctor is seen with blue skin, black hair and a mustache. He wore green scrubs (akin to a surgeon) with three black buttons, a identification card on the front pocket and black shoes. Additionally, he had a stethoscope, a head mirror and a dark blue briefcase.

Chapter 3[]

The Doc is in.
The Doctor initially appears in Chapter 3, where he is seen investigating Sissel's supposed body in the Junkyard. He diagnoses that the cause of death was a bullet shot at the man's chest. Later, after showing disappointment when hearing that the Special Investigation Unit will be involved in the case, he comments that the weapon used to shoot the bullet was a pistol that was the same model all of the detectives use. Shortly afterwards, a gun goes off at the Superintendent's Office. Inspector Cabanela orders Detective McCaw to send the Doctor up to the office to go look over the situation.
Chapter 4[]
When The Odd Blue Doctor was sent over to the superintendent's office, Cabanela ordered to examine Lynne's body. Although there wasn't much for him to do because it was already "too late for her". He suggested that the inspector curse the individual responsible for her predicament (to Cabanela's distress). However, Sissel prevented her death once again by stopping the perpetrator from shooting Lynne. As a result, The Doctor clearly wasn't told to come into the superintendent's office for her examination.
Chapter 15[]
The medical examiner is later brought up in Chapter 15, where Cabanela explains to Sissel that the doctor was an imposter working with the Manipulator to retrieve their body. Once Cabenela realized the doctor was a fake when he noticed that the "medical professional" didn't know how to properly examine a body, he bribed him to instead bring the body to the superintendent's office, so that the Pigeon Man could study the source of the Manipulator's powers.
